Is Government IT Security a big fat joke?

We all know that Government Enterprise Architecture is a big fat joke. I recently learned that the Federal Government doesn't always use standard off-the-shelf hashing algorithms. The notion in cryptography (like open source) is that with lots of eyes, all bugs are shallow. I would love to know why SHA-256 for example is not sufficient for Uncle Sam?
